If you are on lakes without a bunch of hidden rocks and you behave yourself, you should be fine with one layer of 6 oz glass. But Lakes vs Rivers isn't really the parameter you should consider. Ive built the freedom 15. I've also built the Freedom solo. it's an awesome craft. I've also built several Freedom 17's. If you can find a way to make the 17' work, I would recommend the Freedom 17 over the 15.

I would not shorten it. I'd either scarf a few planks or find longer material.
The first build I did, I shortened it by 6" by making the station spacing a bit shorter to accommodate my smaller work space... It wasn't the end of the world but I've always wished I had built the full length boat.

I only add graphite to epoxy when I want to strengthen a joint and am gluing carbon fiber components. I wouldn't put it over the top of a nice wood/glass surface.
