Your mitres over the inner stem are only critcal when you reach the last inch of the inner stem. The outer stem needs to to be cut shorter than the inner stem as mentioned earlier to prevent a hole in the bottom of the boat. The rest of the area to the bow and stern will be mitred out anyway so don'...

No real need to precoat, adds an extra step. Just be sure to have enough time to do the wetout in one stage. I would suggest you bend the stems inner and outer at the same time. Glue them up as well at the same time and clamp them on the stem form overnight but ensure you dont glue the inner and outer together :-)

It would be interesting to see if a spray skirt in the shape of a key hole cockpit would seal. I would imagine it would keep most water out. I bought one for my first resolute but only use it now and then. Mostly in the fall on a cool day. your upholstery person will need to make a pattern to match ...

As KenC mentions any extra length should go towards the bow. I made my opening 32 inches and have 31.5 inches of usable opening which still means I must enter by the method KenC uses, legs first then butt. If I were to do another I would add another couple of inches to the front. Another thing I did...

I have built 2 Resolutes and the first cockpit was 30 by 19 which I found just a bit too short and way too wide. In my second boat I made the length 31.5 by 17 which worked out ok for me. If you are sitting on the seat all the time lowering the seat might help. I prefer to kneel which makes everyting more stable for me but my ankles protest :laughing
