prep between varnish coats

Hi,
Every time I put on a coat of varnish, the varnish ends up slightly "grainy." I'll have the wood sanded smooth to 320grit, but after varnishing there is a definite texture to it. I'm not convinced that it is airborne dust, I have tried varnishing in various situations and the texture is very uniform across the wood whether is is boat trim or small parts. A very quick sanding between coats with 220grit easily knocks the texture off. I've noticed that after 3 or 4 coats, the finish gets a lot smoother though. Is this normal for varnishing?

How about 400 grit wet sanding?
