I have found that Bolt Depot (www.boltdepot.com) is a good place to buy long stainless steel machine screws for hanging seats or thwarts. They have them up to 6" long and you can buy them individually. I have no commercial interest in the company.

I had trouble finding 3/16 bolts in 7" as well. I went to 1/4" carriage bolts and ground the heads flat on my bench grinder until they looked like an aspirin, 1/8 thick X 15/32 diameter, that way I knew they would fit in a 1/2 countersunk hole. I also grounded a flat spot on the edge of the carriage bolt so I could hold it still with a straight screwdriver. I did not epoxy my bolts into the inwale incase I want to change the seat location. Once the square flange of the carriage bolt bites into the wood, it won't turn any more.
