Hi Steve, WL #0 is the baseline and will rest on the strongback. The planking will stop at the sheerline which could be WL #2. The stems however can be extended to WL #0 or even beyond that if the end of the form is overhanging the end of the strongback. At the location that we could call WL #1 I drive a wood screw through the inner stem into the stem form to hold the end of the stem in place while I do the stem shaping and the planking.
