Sloping gunnels

Due to the tumblehome on the Bob's Sp., the thwart does not mate nicely to the underside of the inwale. Is the proper technique to drill perpendicular to the inwale and penetrate the thwart at an angle? If so, I'm concerned about having enough room for the nut and washer under the thwart and still have the top of the carriage bolt sit squarely on the inwale.

This has probably come up before but I couldn't find anything using the search function.

I angle the drill slightly.

I use 1/4" stainless carriage bolts, and recess them, so they are flush with the top of the gunnel.
A lot of builders use a 3/16" Phillips head screw, with a cupped washer, that allows for a little wiggle room.
