Sanding the fiberglass

I have smoothed out the resin coat with an 80, then 120 sanding. The finish is somewhat milky now. Will the spar varnish restore the gloss?

Yup, you are just providing a good smooth surface for the varnish, you could try a rag wetted with some mineral spirits if you want to see the transparency of the epoxy... you don't need to slosh it on, just do a mini wetout like you did before final sanding
