Fitting Seats

I'm a few coats of varnish from finishing a Cottage Cruiser and have a seat-related question:

How do I determine how tightly or loosely against the inside hull should the seat side arms fit when bolted and hung in-place? Mine are quite snug when the canoe is empty on its strongback but I expect that will change when the seats and canoe are loaded. I just don't know how it will change and don't want the seat arms to eventually press through and deform the hull. On the other hand, if I cut them back too much they may sway when loaded and under paddle power and once cut too far in, I'm stuck with the results.
What's the best approach?

\When I hang seats, I leave about 1/4" clearance from the hull .... nothing moves much, loaded or not.
